Planning and Licensing Update April 2026

Dear Resident,

The borough’s cyber-attack has caused a series of problems, mostly affecting the borough’s Planning and Licensing departments. The Planning Portal is now operational.

The Earl’s Court Road is in transition with the increase of Adult Gaming Centres and fast-food outlets. Our high street has become 24/7 without serving the needs of residents.

Silvertime Planning Application

This is an application to change the use of the ground and basement floors of this building from financial services to a Bingo and Adult Gaming Centre with the provision of two residential units.

This is the application that went out for consultation and was withdrawn 2 days before the end of the consultation period, and a revised application was submitted. This hearing has been delayed due to the cyber-attack incident.

The application is scheduled to be heard on Thursday 16 April at Kensington Town Hall with the meetings normally starting at 18:30.

As with the Admiral application, we need as many residents to come to the hearing so that the committee and the applicant are aware of resident strength of feeling.

Thank you to everyone that has made an objection to this Licensing Application for 24/7 Adult Gaming. Also to Bianca Jagger who has helped to raise the profile of this application in the press.

The Borough Licensing Department has requested an adjournment of the case due to the impact of the cyber-attack.

Admiral Adult Gaming Centre Planning Inspectorate Appeal

Luxury Leisure Ltd has appealed to the Secretary of State against the decision by the RBKC Planning Committee (11 September 2025) to turn down their application so that they can operate 24/7.

You can make further objections to a planning application once it has gone to appeal, provided you are a “third party” (e.g., a neighbour or interested party) who commented on the original application.

What to Include Focus on material planning considerations, such as the impact on the local area, residential amenity (loss of privacy, noise), or highway safety.

Previous Comments Any comments you submitted on the original planning application are automatically forwarded to the Planning Inspectorate, so you do not need to resubmit them. However, new comments allow you to address the grounds of the appeal.

Nevern Square Conservation Area Residents’ Association

The Nevern Square Conservation Area Residents’ Association covers the area between Earl’s Court Station on the south and West Cromwell Road on the north, with Earl’s Court Road west and Warwick Road east defining its boundaries.

Nevern Square was designated a Conservation Area in 1985 and extended in 1997 and again in 1998. The Residents’ Association was founded in in 1995 and in 2014 received the Gold Standard Award from the borough.

The Association represents the interests of residents across the different departments within the Council, liaises with councillors, council officers, and the MP for Kensington. The Association is a member of the Kensington Society and the Earl’s Court Society.

There are 6 executive committee meetings a year. If you wish to present an agenda item for the committee please supply all documentation by noon the Friday prior to the executive meeting.
